The idea is to establish a base line, but this baseline will include the Fukushima spews and all it will do is raise, what the NRC qualifies as, "background radiation". the background radiation over the years have been raised to camouflage the radiation increases which are the result of human activities like weapon testing, nuclear plants leaks, uranium and plutonium mining, fuel making and the major accidents such as three Miles Island, Chernobyl and Fukushima.
