Here is the raw data publish in The Guardian I guess if the allies don't destroy libya's cash of weapons and airplanes, Libya would not have any incentive to buy arms. It seems that we also use the Libyan conflict to display the new weapons and their sleek designs to attract buyers. But the buyers should realize that they won't be able to use what they buy, only the West can bomb, torture and kill civilians.
