This is similar to drug testing in third world countries where thousands of poor, illiterate people are being used as guinea pigs. The US is a bully and its has an history of unethical behavior as well as an history of crimes against humanity. Africa is waking up to the self centered interest of the US and thus the danger of accepting its aid.
