"For your security you must give up your right to privacy" the US government tells us. In truth the government understands that people will revolt, unless their causes are heard and acted upon; but instead of making the necessary changes, the military is preparing to stamp any signs of organizing and will not hesitate to bring the tanks as has been seen in Bahrain, in Syria, in Palestine (Israeli tanks), in Egypt and elsewhere. So, if the US government could inform the leaders of all governments, which have the interest of the US in mind, before the organizing fully coalesce than governments could imprison leaders and develop stratagems to prevent revolutions.

Also, the American public must know that the same sites will be used by our military to pinpoint possible troubles in the US. Because trouble is coming: the gulf between the have and have nots has grown, more than 10% are unemployed and jobs are lost faster than they are created, social services are shrinking, the public school system has seen its budget shrink, the power to buy has gone downhill, people have lost their savings and often their homes and thus hope for the future is dwindling down. So our military knows trouble is coming and it thinks that it can stop the People; but our leaders are underestimating the power of despair which fears not.
