This sounds like an engineered bug, or a bug grown in a lab which escaped, or was not disposed of properly. Often genetic engineers grow the bugs, in which they place a foreign gene along with an antibiotic resistant gene, in antibiotics media; the ones which survive are the ones which are modified and thus carry the foreign gene scientists want to duplicate in large quantities.
